In this case, it would seem we could temporarily make this well inactive (but not a route) until which time mitigation can occur. Probably deserves a comment to that effect.
This email is a follow up to our phone conversation on Thursday July 30, 2010. I'm requesting that Well 3 in the Village of Waterman(IL 0370600) be taken out of service. Recent total coliform sampling has indicated the presence of bacteria within the well. I currently don't have a way to properly flush the well to waste. I don't want to discharge bacteria or super chlorinated water into the public water supply. I'm currently working with their engineer on this problem. The Village of Waterman will need to get a permit to change existing piping. I hope the permit and changes won't take but a few months to complete.
